A Comiss\u00e3o Europeia prev\u00ea que, at\u00e9 2030, sejam necess\u00e1rios 20 milh\u00f5es de profissionais de tecnologia para responder \u00e0s exig\u00eancias digitais da economia europeia. Contudo, estima-se que apenas 12 milh\u00f5es estar\u00e3o a trabalhar neste setor nessa altura, resultando numa lacuna de 8 milh\u00f5es de profissionais.<\/p>\n\n\n\n<p>Esta escassez deve-se, em grande medida, ao r\u00e1pido avan\u00e7o da transforma\u00e7\u00e3o digital nos v\u00e1rios setores, que tem intensificado a procura por profissionais de tecnologia. Por\u00e9m, poucos jovens optam por carreiras em STEM (Ci\u00eancia, Tecnologia, Engenharia e Matem\u00e1tica), reduzindo o n\u00famero de novos talentos dispon\u00edveis. Al\u00e9m disso, os cursos acad\u00e9micos tradicionais, que demoram anos a concluir, frequentemente n\u00e3o conseguem acompanhar o ritmo das exig\u00eancias do setor, criando uma desfasagem entre o momento em que os alunos se formam e as compet\u00eancias exigidas pelo mercado. Em pa\u00edses como Portugal, esta realidade gera dificuldades de recrutamento, levando as empresas a procurar talentos internacionais face \u00e0 escassez de profissionais locais.<\/p>\n\n\n\n<p>Os requisitos para as fun\u00e7\u00f5es tecnol\u00f3gicas e as abordagens de forma\u00e7\u00e3o variam entre os pa\u00edses europeus. Nos pa\u00edses mais desenvolvidos, muitas fun\u00e7\u00f5es ainda exigem diplomas acad\u00e9micos, embora haja uma transi\u00e7\u00e3o gradual para a valoriza\u00e7\u00e3o de compet\u00eancias pr\u00e1ticas. Nos pa\u00edses em desenvolvimento, muitos tornaram-se polos de <em>outsourcing <\/em>de trabalho tecnol\u00f3gico, com um foco maior na adaptabilidade. Pa\u00edses como o Reino Unido e a Alemanha integram programas de aprendizagem que combinam forma\u00e7\u00e3o acad\u00e9mica com experi\u00eancia pr\u00e1tica, preparando os alunos com compet\u00eancias relevantes e alinhadas com as necessidades do mercado.<\/p>\n\n\n\n<p><strong>Reskilling: A Solu\u00e7\u00e3o para a Escassez de Talento Tecnol\u00f3gico<\/strong><\/p>\n\n\n\n<p>Nuno Rosado e Eran Lasser apontaram o <em>reskilling<\/em> como uma estrat\u00e9gia fundamental para enfrentar a escassez de talento em TI. Estes programas permitem que pessoas sem experi\u00eancia pr\u00e9via em tecnologia adquiram compet\u00eancias essenciais em \u00e1reas como desenvolvimento de <em>software<\/em>, an\u00e1lise de dados e ciberseguran\u00e7a em apenas seis a doze meses. Este tipo de forma\u00e7\u00e3o pr\u00e1tica e acelerada \u00e9 extremamente valiosa num setor onde as novas compet\u00eancias s\u00e3o continuamente requisitadas, proporcionando uma oportunidade de carreira e contribuindo para a cria\u00e7\u00e3o de uma for\u00e7a de trabalho adapt\u00e1vel ao cen\u00e1rio tecnol\u00f3gico em constante evolu\u00e7\u00e3o.<\/p>\n\n\n\n<p>A procura por profissionais de tecnologia abrange diversas especializa\u00e7\u00f5es, com a Intelig\u00eancia Artificial (IA) a liderar em popularidade. Seguem-se as \u00e1reas de opera\u00e7\u00f5es de TI, desenvolvimento de <em>software <\/em>e computa\u00e7\u00e3o na <em>cloud<\/em>, todas cruciais para apoiar a transforma\u00e7\u00e3o digital. Analistas e Cientistas de Dados tamb\u00e9m s\u00e3o bastante procurados, uma vez que as organiza\u00e7\u00f5es d\u00e3o prioridade a decis\u00f5es baseadas em dados. A ciberseguran\u00e7a, essencial devido ao aumento das amea\u00e7as, e linguagens de programa\u00e7\u00e3o como Python, juntamente com compet\u00eancias em <em>machine learning<\/em>, refletem a crescente integra\u00e7\u00e3o da IA e da ci\u00eancia de dados nos diversos setores.<\/p>\n\n\n\n<p><strong>Quem Deve Enfrentar a Escassez de Compet\u00eancias Tecnol\u00f3gicas na Europa?<\/strong><\/p>\n\n\n\n<p>A responsabilidade de colmatar a lacuna de compet\u00eancias tecnol\u00f3gicas na Europa deve ser partilhada entre governos, empresas e institui\u00e7\u00f5es de ensino. Os governos t\u00eam um papel fundamental ao incentivar e investir em iniciativas de <em>reskilling<\/em> e <em>upskilling<\/em>, tornando a forma\u00e7\u00e3o tecnol\u00f3gica acess\u00edvel a um maior n\u00famero de pessoas. Muitos governos europeus subsidiam as propinas de programas tecnol\u00f3gicos e oferecem incentivos salariais para profissionais juniores, tornando mais atrativo para as empresas contratar e formar trabalhadores com menos experi\u00eancia. Estas medidas s\u00e3o essenciais para preparar uma for\u00e7a de trabalho adaptada \u00e0s exig\u00eancias tecnol\u00f3gicas.<\/p>\n\n\n\n<p>As empresas tamb\u00e9m t\u00eam um grande interesse em solucionar esta escassez, uma vez que afeta diretamente a sua competitividade. Muitas est\u00e3o a investir em programas de forma\u00e7\u00e3o interna ou a estabelecer parcerias com entidades de ensino tecnol\u00f3gico, de forma a desenvolver as compet\u00eancias necess\u00e1rias dentro da pr\u00f3pria organiza\u00e7\u00e3o.
